Dispersed energy sources integration in electric system: The FENIX project

Introduction:

Dispersed Energy Resources are developing very fast (wind, PV, ....) thanks to incentives and attractive feed in tariffs, in a fit and forget mode. The study of a real integration of this sources is just starting even if they are now representing a growing amount in the total production share.

Someday, the feed in tarifs will come to an end (at least as they are now), DER will then need to find out new revenues sources by valorising their intrinsic values both for the markets and the electrical system.

The objective of this afternoon of "Printemps de la recherche" was to present how FENIX European project from the 7th R&D FP proposes to aggregate DER to give them an opportunity to play a more active role in the future on markets and within the electrical system and how this would increase the ability of the electrical system to integrate more widely such production means while keeping the efficiency and the security of the system.

Title: ADDRESS project

ADDRESS is a large-scale Integrated Project co-founded by the European Commission under the 7th Framework Programme, in the Energy area for the "Development of Interactive Distribution Energy Networks".

ADDRESS stands for Active Distribution network with full integration of Demand and distributed energy RESourceS and its target is to enable the Active Demand in the context of the smart grids of the future, or in other words, the active participation of small and commercial customers in power system markets and provision of services to the different power system participants.

ADDRESS is framed in the Smart Grids European Technology Platform, whose vision for the electricity networks of the future may be expressed in just 4 words: flexibility, accessibility, reliability, economy.

The project started on June 1st 2008 and will last 4 years (2008 - 2012).

It is carried out by a Consortium of 25 partners from 11 European countries, carefully selected to meet the needs of the project in terms of skills, competencies and understanding of the problem and possible solutions, each of them bringing specific knowledge of at least one aspect of the supply chain. Enel Distribuzione is the Coordinator.

The total budget is 16 M€ , with 9M€ financing by the European Commission.

Title: Active Demand Management (GAD)

The Active Demand Management (GAD) project is led by IBERDROLA´s Networks business area as part of the National Strategic Consortium for Technical Research (CENIT) initiative, included in the Ingenio 2010 Programme for the promotion of research, development and innovation in Spain. This project pools the efforts of 15 Spanish companies and 14 research centres into a single stable Consortium.

The final goal of the Active Demand Management (GAD) project is to optimise the way electricity is used and, therefore, the cost associated with that usage, while meeting the consumer's needs with the same level of quality.

The active involvement of the consumers and usage elements in the demand management mechanisms and the communication of the energy generation costs in real time, including the environmental costs, will contribute to raising public awareness and to changing the users' energy consumption patterns, thus moving towards the much needed energy sustainability.

DER comply with the European Directives requiring to act on the demand side, improving efficiency, ensuring security of supply of clean energy and completing the development of new sustainable energy generation and transformation technologies, such as renewable energies and fuel cells.
However, there is a trade-off point between the benefits of DER and the adverse grid effects at distribution and even transmission levels that penalise today the wide penetration of DER in Europe.

EU-DEEP wants to start from the present situation in Europe, and to provide solutions to dramatically change the DER penetration in Europe to a new trade-off point, where benefits and drawbacks of DER have changed to a point favouring more DER contribution.

The aim of the DGFACTS project is to solve the set of quality of supply (QS) problems arising from the integration of Distributed Generation (DG) into the electric Distribution networks. Current power quality, efficiency and reliability, ensured by the utilities and supported by the use of powerful conventional generators, could dramatically decrease because of a more spread responsibility on the Grid Quality Management and the technical shortcomings because of the characteristics of the DG-units and the Distributed Generation Networks themselves. The project will introduce the use of the FACTS concept in distribution systems by designing a set of modular systems (DGFACTS) to optimally improve the stability and QS of each distribution network with high DG+RES penetration. In addition, the project will face the management of QS responsibilities in this new scenario.

The CRISP project aims to investigate, develop and test how latest advanced intelligence by ICT technologies can be exploited in a novel way for cost-effective, fine-grained and reliable monitoring, management and control of power networks that have a high degree of Distributed Generation and RES penetration. The opportunities for interactive power networks to create new possible control mechanisms that create flexibility and self-managing networks will be shown. Normal and emergency operations are investigated covering different time scales. Insight in performance, security and architecture of highly distributed systems will be made available. Technical availability, functionality and economic cost-benefit considerations will be integrated. Results will contribute to better regional monitoring and control of local distribution in the EU-network.

The integration of DER in the European electricity networks has become a key issue for energy producers, network operators, policy makers and the R&D community. In some countries it created already a number of challenges for the stability of the electricity supply system, thereby creating new barriers for further expansion of the share of DER in supply.

On the other hand in many Member States there exists still a lack of awareness and understanding of the possible benefits and role of DER in the electricity system, while environmental goals and security of supply issues ask more and more for solutions that DER could provide in the future.

The project SOLID-DER, a Coordination Action, will assess the barriers for further integration of DER, overcome both the lack of awareness of benefits of DER solutions and fragmentation in EU R&D results by consolidating all European DER research activities and report on its common findings.

In particular awareness of DER solutions and benefits will be raised in the new Member States, thereby addressing their specific issues and barriers and incorporate them in the existing EU DER R&D community.

The aim of Dispower has been to support the transition of the European power supply system towards a more distributed and more market-oriented structure. The project partners have analysed the present power supply system and its components including information and communication technologies with regard to high shares of distributed generation. The studies, simulations and hardware implementations have considered key aspects such as grid control, power quality, safety and reliability of interconnected and island grids as well as socio-economic aspects, e.g. contract and tariff issues regarding energy trading and ancillary services.

Dispower has developed new methodologies, components and tools for planning, operational control, training, forecast and trading for the reliable and costeffective integration of distributed generation and renewable energies.
